Scott graduated from the University of North Carolina at Wilmington, with a B.S. in Political Science in 1982. In 1985, he received his law degree from the University of South Carolina College of Law. During law school Scott was a member of the Phi Alpha Delta Law Fraternity.

Scott is a former shareholder with a law Firm recognized as a leader in the areas of land use and environmental law in Florida. Scott presently advises and represents clients before governmental entities and in court concerning a broad spectrum of business, construction, land use and environment issues. Representations have included the development community, heavy industry, property owners, public interest groups, architects and local governments. A background in criminal law provides Scott with strong trial practice skills.

Scott has been particularly active in local government permitting of development activity. This has included land development process negotiation and representation in quasi-judicial hearings on behalf of both local government and private sector. Scott presently serves as land use and environmental counsel to the Jefferson County, Hamilton County and the City of Destin. This representation frequently includes interpretation and drafting of local comprehensive plans, land development regulations and other special purpose ordinances. This area of practice includes an in-depth knowledge of State law bearing on the subject of local permitting procedures and notice requirements.

Scott also routinely represents clients before a variety of State agencies including the Department of Community Affairs, the Department of Environmental Protection and the Florida Public Service Commission. This representation has been in the areas of Growth Management, Beaches and Coastal Systems, Utility Regulation, Mine Reclamation Environmental Resource Permitting, and Stormwater Management, to name a few.
